Veronica Carter is a retired Army Officer and former Civil Servant with over 40 years’ experience managing complex logistical operations under austere conditions, internationally and domestically.
The Governor of North Carolina appointed Veronica to the Coastal Resources Commission from 2008 through 2012. She was appointed by the Governor in 2021 and is currently serving on the USS North Carolina Battleship Commission.
She has served on the Board of Directors for Cape Fear and Brunswick County Habitat for Humanity Affiliates. She served on the Town of Leland's Parks and Recreation Board.
Veronica was instrumental in starting the Brunswick County Voluntary Organizations Active in Disasters (VOAD), the County's Long Term Recovery Group. Non-profit and faith based organizations now work with the County and municipalities to help Brunswick County residents trying to recover from disasters.
In 2019, you trusted Veronica to be a member of the Leland Town Council!

I believe we can protect our communities, grow our economy and ensure a healthy and safe environment all at the same time.
I want to continue to serve on the Leland Town Council so that I can continue to make a positive difference in our community, making it better than I found it. We are neighbors; neighbors work together to make their community better!
SAFE AIR AND WATER
Governments exist to protect their citizens
One of the most important roles of government is to ensure the safety and protection of its citizens.
Ensuring access to safe water and air is an essential legal, ethical, and spiritual mandate in safeguarding and protecting both human beings and the natural world in which we live.
Four years ago, the Town of Leland was involved in legal actions against H2GO, our water and sewer provider. Now we are partners; we have combined our physical infrastructure resources, with H2GO operating and maintaining the water and sewer systems. That's what neighbors do-they work together. Good government works to protect and provide for their people.
Leland is a leader in the region, and its residents deserve equal protection, safe air and water,
nothing less.
INFRASTRUCTURE
We must continue to work with regional partners to ensure Leland and northern Brunswick County receives funding to meet and anticipate transportation and infrastructure needs. We are one of the fastest growing regions in our state and deserve to receive proper consideration from the North Carolina Department of Transportation (NCDOT) and the Wilmington Metropolitan Planning Organization (WMPO). We need a replacement bridge for the Cape Fear Memorial Bridge. I do not support a toll bridge for that replacement.
However, we need to find the "right" solutions that actually meet our area's transportation needs. Our goals and objectives should promote healthy and safe neighborhoods. "Right" solutions offer walkable, bikeable, or public transit-oriented systems that are safe, provide appropriate travel options, are easily accessed and feasible for all of our Leland residents.
Residents deserve a voice and a choice when it comes to our local transportation efforts. I will continue to be available to all residents of North Carolina. I will continue the positive, constructive, collaboration between municipalities, state and federal agencies that is key to ensuring our community is not adversely impacted by ill-conceived projects.
RESILIENCY
The Stakes are High
We must rebuild and change our ways of building to be more resilient. We must ensure that all have access to information and funding to rebuild to a stronger standard, including renters. We need to work on model stormwater programs that include retrofits for existing developments. I am proud of the work the Town of Leland has done regarding resiliency. We must continue to find and utilize the best management throughout our Town!
Low-impact development should be the model, not the exception. We must educate consumers, train contractors and create incentives for implementation.
We must add a “resilience lens” to the permitting process, identifying our vulnerabilities and adapting mitigation strategies before the next storm.
WORKFORCE HOUSING
For a Better Future
Hurricane Florence took a problem and made it a crisis. Many of our residents don’t have an affordable, safe, comfortable place to live.
Housing is considered “affordable” if a family spends no more than 30% of their income to live there. A person making $20 an hour ($41.6k) cannot “afford” an apartment that rents at $1k. There are few places available to rent in Leland for $1,000.
Our teachers, first responders, health care professionals and seniors need safe, dependable, convenient, affordable rental units. I am proud that the Town of Leland is now a member of the Cape Fear Housing Coalition, proactively looking for and learning about solutions for our residents.
WORKING TOGETHER
Regionally, as Good Neighbors
Leland is the fastest growing town in the fastest growing region in North Carolina. We are stronger and more resilient when we work together with our regional partners, as good neighbors. I will continue to foster those relationships and partnerships that we've worked on and enjoyed during my tenure on the Council. We're in this together. There's no reason why we can't make it better for everyone!
